Not surprisingly, Taiwan's leader Chen Shuibian repeatedly captured headlines of the media in less than one month by betraying his pledge not to abolish the so-called National Unification Guidelines and the National Unification Council. Critics argue that this man who has been reactive instead of active on the cross-straits ties over the past year aims to take back the initiative.

Is he really serious about the timetable for the legal independence? Can the latest dangerous moves by Chen Shuibian be viewed as an exercise of leadership or showmanship? Why does he provoke the red line again and even betray his own commitment?
