Two years from now, that’s in the year 2004, seven more European countries will be included in NATO, and many observers in the West probably describe the NATO as the most successful and time-tested multilateral military organization. But following the end of the Cold War, particularly after the collapse of the former Soviet Empire, many even within the camp of NATO itself are worried and not sure about the new functions, new orientation and new policy of NATO. And Russia has developed a cautious and in many cases subtle attitude towards the enlargement of NATO. China for the very first time has sent its own delegation to visit Brussels, the location of the headquarters of NATO to voice its own concern.
