Statistics show China consumes primary fuel equal to about one and a half billion tons of standard coal every year. That number is big enough to make China the second largest energy consumer in the world, only trailing only the United States.

But calculated together with the economic output, China's energy consumption is much higher than other countries, including the U.S.

So how to make sure the energy efficiency in the country? How much would measures, such as: economic incentive, laws and legislations, as well as strategic planning help?
