中国古代的西汉末年，王莽篡权自立为帝。刘秀向皇太后献上一张图，喻示大汉江山气数已尽。王莽得知后大怒，派兵捉拿刘秀。
刘秀连夜逃出京城，暂蔽在阴家庄，阴家小姐阴丽华冒死相救，二人一见钟情，订下了终身。
王莽一心想得到皇太后手中的传国玉玺，皇太后知道玉玺留在身边凶多吉少，即派王兴把它交给刘秀。几经辗转，玉玺到了刘玄手中，刘玄夫妇藏起玉玺连夜逃走。王莽知道以后，立即下令追回玉玺，再次通缉刘秀。
刘秀闯过重重关卡，经过赊店街，赊店酒家女老板佘赛兰鼎力相助，使其脱险。刘秀奔赴南阳与哥哥刘寅一起招兵买马，迅速发展起一支强大的队伍，一举攻下新野和棘阳。首战告捷，刘寅过度轻敌，以至在宛城一战一败涂地。为完成反莽大业，刘秀与几支绿林军联合起来，使汉军局势得到初步稳定。
山东饥民以樊崇为首的赤眉军揭竿而起，大举伐莽，遭到血腥镇压。刘秀派自己的谋士相助使赤眉军迅速发展壮大起来。同时，汉军取得节节胜利，决定自立新政，推举懦弱无能的刘玄为帝，称更始帝。
更始政权建立后，王莽派大军包围被汉军占领的昆阳。刘秀经过浴血奋战，昆阳之战大获全胜。汉军乘胜直捣京师长安，穷途末路的王莽逃到太液池渐台被杀，王莽新朝覆灭。
昆阳之战结束后，李轶等人嫉妒刘寅的威名，设计陷阱，杀害了刘寅。对杀兄之仇，刘秀怀恨在心，表面上拥护更始帝，取得了刘玄的信任。心怀大计的刘秀受冯异等人的建议，离开宛城前往河北以图大业。
刘秀来到河北后，先消灭了王郎等地主割据势力，后又吞并河北地区铜马等几十万民军，势力日渐强大，并在邯郸德阳拥立为帝。史称光武帝，建立了东汉政权。
